Who audits the health insurance companies?

My Aug. 2, 2017 Fremont Tribune, page 8, has two grave deceptions from my point of view. As I am a strong supporter of Freedom of the Press and our entire Constitution, the Patient Protection Affordable Care Act article is copyrighted to the Associated Press. I have never seen this before!

My second deception or point of view is that my/our Governor's appointees and hired employee(s) are very likely to rubber stamp a 57% increase in insurance premiums merely because Ben Sasse, Deb Fischer, and Jeff Fortenberry will pay this increase out of my/our federal taxes, like it is play money. So, who is auditing the insurance companies to comply with our 85% PPACA Law that insurance companies spend 85 cents of every premium. So, I want to read the results of these audits. So, once again, who does these audits and why aren't we talking about the great savings, instead of reading, "most of the increases proposed in recent years have won state approval."
