A Fremont man was arrested on suspicion of fraud after allegedly posing as his brother while receiving a traffic citation.
According to the Fremont Police Department, 49-year-old Rowdy E. Skinner was arrested on suspicion of fraud stemming from a traffic stop of Feb. 9.
During a traffic stop on Feb. 9, Skinner told police he did not have an operator’s license with him and when asked for his name and birthdate he provided the name and birthdate of his brother. Skinner was issued a citation which he signed using his brother’s name.

On Feb. 14, an FPD officer who had received information about Skinner’s deception saw Skinner operating a motor vehicle which had expired in-transit stickers and initiated a traffic stop in the 600 block of N. Nye Avenue.
During that stop Skinner again identified himself as his brother and he was arrested and charged with 2nd Degree forgery, criminal impersonation, identity theft, false reporting, driving during suspension, no valid registration and no proof of insurance.
